Hart is a veteran of the United States Air Force serving as a medical service corps officer. He was awarded the Army Accommodation Medal in 2005 for his service in support of the United States Central Command’s “Exercise Bright Star.”

Hart received his bachelor’s degree from St. John Fisher College in Rochester and his Master of Public Administration, Health Care Management from SUNY Brockport. He also serves as a member of the Board of Directors of the Grand Island Catholic Club.
