$160.7 Million in Funding Awarded to 13 Facilities to Implement Berger Commission Mandates

ALBANY, N.Y. – New York State Health Commissioner Richard F. Daines, M.D., today announced 13 additional awards totaling $160.7 million to assist hospitals and nursing homes in complying with the mandates of the Commission on Health Care Facilities in the 21st Century, also known as the Berger Commission.

The second round of grants are the latest to be approved by the state Department of Health and the Dormitory Authority of the State of New York from total funding of up to $550 million that was designated for assisting hospitals and nursing homes in implementing the provisions of the Berger Commission.

Funding for the grants was made available through the Health Care Efficiency and Affordability Law for New Yorkers (HEAL NY) and the Federal-State Health Reform Partnership (FSHRP). On September 28, 2007, the Department awarded $362.3 million in funding to facilities to assist with implementation efforts.

The funds cover expenses related to physical reconfiguration, conversion, downsizing, or closure of hospitals and nursing homes. Both HEAL NY and FSHRP funding will help consolidate and "rightsize" the health care delivery system by reducing excess inpatient capacity in favor of outpatient and ambulatory health care and community-oriented long-term care services.

Commissioner Daines said, "The facilities are responding commendably to the Berger mandates; their diligence in reconfiguring their sites, services and governance is helping to improve the stability, efficiency and quality of the state's health care system."

David D. Brown IV, executive director of the Dormitory Authority of the State of New York, said, "Achieving the right mix of high-quality affordable healthcare services across the state is one of the most important challenges we face. I am pleased that our agency is able to partner with the state Health Department to help achieve the recommendations of the Berger Commission and set us on the path to success in this critical endeavor."

The Health Department anticipates offering additional rounds of HEAL NY grants this year for other health-care institution mergers and consolidations, as well as the expansion of community-based services for primary and preventive care and home health-care options.
